Government Parking Fine Reforms Deliver Big Shift Away from Ticketless Fines

On July 1 2025, my Government's parking fine reforms came into effect.

 

It ended years of a flawed ticketless parking fine system, which was implemented by the previous Liberal-National Government in 2020.

 

Under this unfair practice, drivers were notified of an issued parking fine weeks after their offence, rather than on the day. In many situations, it was too late to appeal this fine.

 

Drivers deserve to know immediately if they have received a fine and exactly why they are being fined. That's why my Government made these common-sense changes to bring back on-the-spot parking fines.

Now parking officer are required to attach the parking fine or notification to the vehicle unless it is not safe to do so.

 

They also need take photos of the parking offence and send them to Revenue NSW so drivers can request to view them, and decide if they wish to object the fine.

 

In the first three months, which means between 1 July 2025 to 30 September 2025, councils across NSW issued just over 319,000 parking fines, of which more than 303, 000 fines have been issued as a physical on-the-spot notice. Only 5 per cent were ticketless under limit circumstances.

 

This represents a decline of 93% in the number of ticketless fines compared to the corresponding period July to September 2024.

 

In the Georges River area, we can see a 71% drop in ticketless fines while Bayside has a 92 per cent decrease.

 

This shows that our Labor Government reforms are already delivering on what we promised. This brings back fairness, integrity and transparency to the NSW parking fine system.

 

As your Premier, I know there is more to do, and I will continue to listen to the people of our state to implement practical reforms to build a better NSW.
